In conjunction with the start of the producer-side charging system (Note) on April 1, 2024, we have revised the "Contract Guidelines for Receiving Electricity from Renewable Energy Power generation equipment" (hereinafter referred to as the "Contract Guidelines").
The new contract terms will go into effect on April 1, 2024.
- In order to efficiently use the grid and efficiently and reliably strengthen the grid in order to expand the introduction of renewable energy, this system will be introduced with the aim of making the costs of maintaining and expanding electricity transmission and distribution facilities, which were previously entirely borne by retail electricity companies, more equitable by requiring power generation companies, who are grid users, to share some of the costs together with consumers.

In conjunction with the full implementation of the N-1 power control system (Note) starting April 1, 2023, we have revised the "Contract Guidelines for Receiving Electricity from Renewable Energy Power generation equipment" (hereinafter referred to as the "Contract Guidelines").
The new contract terms will go into effect on April 1, 2023.
- A system that immediately suppresses or cuts off power generation using protective devices when a single fault occurs in a single transmission line, transformer, or other power equipment.

As of May 25, 2017, the total amount of wind Power generation equipment have been connected, approved, and have applied for connection contracts (hereinafter referred to as the "application amount") has reached the maximum connection amount (30-day output control limit) of 1.8 million kW.
Therefore, please note that applications for connection contracts for wind Power generation equipment accepted after May 26, 2017 will be subject to your consent to unlimited, uncompensated output control.

Today, a bill to amend the Act on Special Measures Concerning Procurement of Electricity from Renewable Energy Sources by Electric Utilities (hereinafter referred to as the "FIT Act") was enacted. Under the amended FIT Act, if a connection agreement with an electric power company is not concluded by the day before the law comes into effect, the facility certification that has already been obtained will become invalid.
Regarding applications for renewable energy Power generation equipment, we are making every effort to conclude contracts as soon as possible for those who have already received them. However, we would like to inform you of points to note for applications that have not yet reached the stage of contract applications, such as those that are being considered for future applications, so please refer to the documents below.

Starting in March 2016, we began installing smart meters with bidirectional metering capabilities that measure the amount of electricity supplied and the amount of electricity purchased (received) in cases where solar Power generation equipment etc. have been installed and a low-voltage supply-receive contract has been concluded.
In this regard, we would like to inform you as follows about the current limit for reverse power flow when a bidirectional smart meter with a current limiting function is installed.
1. Current limiting function for reverse power flow in smart meters with current limiting and bidirectional metering functions
Traditionally, when installing solar Power generation equipment, etc., the ACL is designed to operate even in the case of reverse power flow, so in many cases the supply and demand Contracted Electricity Capacity has been determined based on the capacity of the solar Power generation equipment, etc.
The newly introduced smart meters with current limiting and bidirectional metering functions are designed so that they do not limit current due to reverse power flow, so there is no need to take the capacity of solar Power generation equipment, etc. into consideration when determining the supply and demand Contracted Electricity Capacity.
2. Important Notices
- The meter capacity of smart meters with current limiting and bidirectional metering functions is 60A only.
- If Power generation equipment capacity exceeds 12kW, a smart meter with a bidirectional metering function of 120A or more will be installed, so the smart meter will not be able to limit the current.
- As usual, a current limiter (ACL) will be installed.

Starting in March 2016, we will begin installing smart meters in all areas under our jurisdiction (Note) for customers who use low-voltage electricity, such as ordinary households.
In relation to this, we would like to inform you that we have clarified how to handle low-voltage receiving meters when installing smart meters with bidirectional metering function.
- For some remote islands, the start date for installing smart meters will be decided taking into consideration the state of communication network development by telecommunications carriers. 1. Functions of smart meters with bidirectional metering capabilities
With its bidirectional metering function, this smart meter can measure the amount of electricity supplied and purchased (received) with a single unit.
- When carrying out wiring work and installing an instrument box, etc., please carry out the work assuming that one meter will be installed.

3. Installation costs for the receiving meter
When installing a smart meter with two-way functionality, the costs associated with installing and replacing the receiving meter will, in principle, be free of charge.
- If a solar Power generation equipment is installed on vacant land, for example, and a larger meter is required in order to connect Power generation equipment to the grid, we will charge you the additional cost.
For applications for connection contracts for solar Power generation equipment made after April 1, 2015, due to a revision of the national system, the timing for determining the procurement price has been changed from "the date of application for connection contract with the electric power company" to "the date of conclusion of the connection contract with the electric power company."
Therefore, if you wish to be eligible for the fiscal 2015 procurement price for solar Power generation equipment, you will need to receive national equipment certification by March 31, 2016 and then enter into a connection agreement with us.
The date on which the connection contract will be concluded with us (Note 1) will be sent to you by us in the "Guide to the Grid Interconnection Contract" when we respond with the results of our technical review.
- In principle, the date on which the connection contract is concluded with us is the date on which construction costs are claimed in the case of low voltage (less than 50 kW), and the date on which the connection is approved in the case of high voltage.
Under these circumstances, we are currently conducting technical studies one by one. However, we have already received a large number of applications, and depending on the grid situation, the technical studies may take a long time, so it may be difficult to conclude the connection agreement by March 31, 2016 (Note 2).
- For applications for interconnection of 10 kW or more, it is anticipated that it will be virtually impossible to conclude connection contracts by March 31, 2016, even at sales offices where applications are concentrated, including for those who have already submitted applications.
Even for applications for less than 10kW grid connection, depending on the future application situation, it may be difficult to conclude a connection contract by March 31, 2016. We ask for your understanding in advance.
Therefore, please note that even if you receive national equipment certification during fiscal year 2015, you may not be able to apply the fiscal year 2015 procurement price.
We will do our utmost to respond to technical inquiries as soon as possible, but there are some cases where it is taking a long time to complete the review, such as for systems with a high volume of applications. We apologize for any inconvenience this may cause our customers, and we appreciate your understanding.
<Reference> Steps from application to grid connection for low voltage (less than 50kW)
- The date of conclusion of the connection contract will be notified to you in the "Grid Interconnection Contract Information".
- The procurement price, start date for receipt of electricity, etc. will be notified in the "Information on Solar Power Generation Electricity Supply Contract."

On March 16th, 2015, the Agency for Natural Resources and Energy published "Contract procedures with electric power companies for equipment changes (items subject to minor change notification)", indicating that changes will be made to the documents to be submitted to electric power companies from April 1st, 2015.
Accordingly, in order to ensure strict implementation of the feed-in tariff system, we will review the application procedures for minor change notifications and the operations when changing business names, as follows.
1. Review of the operation of minor change notifications for facility changes, etc.
The documents to be submitted when applying for facility changes etc. related to minor change notifications on or after April 1, 2015 have been revised as follows, and applications will be accepted only when all required documents have been submitted without any defects.

2. Documents to be submitted when changing the name of a low-voltage business operator (change of name)
When changing the name of a low-voltage utility (change of name), in light of the strict handling by the Agency for Natural Resources and Energy, we require that you submit the documents listed below at the time of application, and your application will be accepted only when you have submitted all the required documents without any defects.

- If you are unable to stamp the "Transferor" section of the "Business Succession Notification Form" due to the death of a policyholder or other reason, please present documents that can verify this fact (such as a copy of the family register or a resident registration card showing the death) or documents that prove the status has been transferred from the previous business operator to the new business operator or that consent has been obtained (such as a contract or consent form).
- After your Minor Change Notification has been accepted, please be sure to submit a copy of the "Facility Information Reference Screen" proving that your Minor Change Notification has been accepted.

On March 19, 2015, the Agency for Natural Resources and Energy published a document entitled "Regarding Procurement Prices and Equipment Certification for Solar Power generation equipment under the Feed-in Tariff Scheme for FY2015," outlining the price application rules for FY2015. The applicable conditions are as follows. We ask for your understanding and cooperation.
- For applications for which either or both of the "national equipment certification date" and "date of application for connection contract with us" fall on or after April 1, 2015, the procurement price for the fiscal year in which the later of the "date the connection contract with us is concluded" and the "national equipment certification date" (Note 1) falls will be applied.
- Since May 2, 2015, it has become necessary to obtain national equipment certification before applying for a connection contract with us, so the procurement price for the fiscal year in which the "date on which the connection contract with us is concluded" falls will apply.
- Regarding the date of connection contract establishment, there are cases where the contract is not concluded due to no fault of the power generation company, such as when our company's technical review takes a long time, so if the connection contract with our company is not concluded by the 270th day counting from the day after the application date for the connection contract (Note 2), the procurement price for the 270th day will be applied. (270-day rule)
- If you applied for a connection contract before May 2, 2015, and the application was made before the national equipment certification, the starting date for calculating the 270 days will be the day after the national equipment certification date.

On March 19, 2015, the Agency for Natural Resources and Energy published a document entitled "Procurement Prices and Equipment Certification for Solar Power generation equipment under the Feed-in Tariff Scheme for FY2015," outlining the price application rules for FY2015.
In response to this, we would like to inform you that we will be reviewing the application procedures for connection contracts for new and change approvals for solar Power generation equipment under the feed-in tariff system, as detailed below.
For applications made on or after May 2, 2015, your application will be accepted upon submission of the Facilities (Change) Approval Notice and all required documents without any defects.
- Following the publication of the price application rules for fiscal 2015, a new "270-day rule" was established, which means that from April 1, 2015 onwards, the procurement price that is effective from the date on which the connection agreement with our company is concluded after receiving equipment certification will be applied.
- The starting date for this "270-day rule" is the day after the application date for the connection contract, but if the application for the connection contract is made before the government's equipment certification, the starting date is the day after the certification date, not the application date.
- In light of these rules, from May 2, 2015, we will require that you obtain Facilities (Change) Certification in advance and submit a Notice of Facilities (Change) Certification when applying for a connection contract.
- In the past, we have accepted applications flexibly, taking into consideration the application of procurement prices. However, we are now reviewing this policy in response to the tightening of procurement price application rules. We ask for your understanding and cooperation.
- Please note that we will not be able to accept your application if the certification notice and necessary documents are missing.

For electricity supply contracts for renewable energy Power generation equipment connected to high voltage and extra-high voltage grids, the handling procedure has been revised so that Kyushu Electric Power Power will be responsible for the installation and replacement of electricity meters, etc. (hereinafter referred to as "meters, etc.") used to receive electricity, for cases for which applications for connection are made on or after April 1, 2015.
Please note that the costs required for the installation and replacement of meters, etc. will be invoiced to the power generation company prior to the installation or replacement of the meters, etc., so we ask for your understanding and cooperation in this regard.

Recently, in response to the results of deliberations by the New Energy Subcommittee under the Energy Conservation and New Energy Division of the Advisory Committee for Natural Resources and Energy and the results of deliberations by the Procurement Price Calculation Committee on FY2015 procurement prices and procurement periods, public comments were invited on proposed amendments to the relevant ministerial ordinances and public notices.
According to the above, with regard to the procurement price for fiscal year 2015 applicable to solar power (less than 10 kW), different prices will be applied in the cases of "(1) installing output control-compatible equipment at the request of the electric utility" and "(2) not installing output control-compatible equipment."
At our company, all applications for electricity sales received on or after April 1, 2015 will be subject to the above (1). However, for applications received by March 31, 2015, we accepted them as applications not including the installation of output control compatible devices. Therefore, please note that among applications received by March 31, 2015, those with an equipment certification date on or after April 1, 2015 (corresponding to case 3 in table 2 below) will be subject to the above (2).
